For example the current central government is right wing conservative party (bjp) but the state government of Kerala is governed by communist party of india (CPIM)
each of the 29 states has it's State government with it's own national and regional parties
In case of kerala it's under Marxist leninists Communist party
Commies in india don't like each other Either
There is a huge spilt between communist party of india - Marxist/leninists (CPIM) and communist party of india - Maoists (CPM)

This leads to rivalry between state and central government

But th is is why you can have a far right central government rule while having a state under Commie rule at the same time

Central government and state government has separate elections too
Unlike USA which has Bi-party system
We have multi-party election system
