I often eat in this diner near me. It's pretty cheap, I can eat dinner for about $7, I can cook.. but not very well.

Finland, no. Regulations put +8% "single tax" on everything else except take away portions, and there are no single person tables.
Russian food is often very similar to Japanese. For example, schi is based on the same idea of long and hard boiled bones broth as the base of good Japanese ramen - the only difference you use small fish while we use beef. Fermented food is another example.

And I think that is the reason why Russian cuisine spread in Japan year by year.
Therefore the Russian cuisines which are made by Japanese may be pretty strange for Russian tho... ^^;
(In Japan many Japanese put Tomato or demi-glace in Beef Stroganoff and it is eaten with rice)
Actually we are usually eat it with rice in Russia. Rice is the second most popular side dish in exSoviet food (first is potato).

I know the reason that Russian meals are suitable to rice and it's easy to eat for Japanese.
If I had access to decent, relatively cheap restaurant like you seem to have in the US, I probably would.
But in France they tend to be expensive, so I'd rather cook.
