quorum is a permissioned eth clone. They may have a basic oracle to bring data in but I don't think they have payment capabilities. This is a scenario of "why use blockchain" if they are just going to have a permissioned blockchain. A decentralized oracle would seem like a good fit to intake the data and make payments.

In addition, Microsoft Azure which is going to be implemented here, has connections to the smartcontract team

The graphic is just icing on the cake. The connections here consist of Microsoft azure's enterprise smart contracts being created by SmartContract, creators of Chainlink. There is a lot of details of why Microsoft's cryptlets or enterprise smart contracts are basically chainlink adapters. In the scenario it looks like they are taking real world data and entering this info on a blockchain smart contract which would require an oracle. It also mentions making royalty payments which would require blockchain to issue off chain payments via api, something chainlink was built for.
