Turkish guest workers came under pressure from the USA

After the devastating damage of the Second World War, Germany recovered surprisingly quickly at the end of the 1940s. As early as 1950, real wages exceeded pre-war levels and the economy boomed enormously. It was the time of the so-called economic miracle. In this situation, German industry needed more and more workers. In order to meet this demand, the Federal Government concluded recruitment agreements with various countries from 1955 onwards; the best known of these is probably the one with Turkey from 1961. A beautiful story with a catch: it is a myth. Heike Knortz refers in her book "Diplomatic Exchange Transactions" to the true reasons for the recruitment agreements.

Problematic NATO partners Italy and Turkey

While the economic upswing in Germany was unparalleled, developments in other NATO countries were less favourable; Italy's economy only slowly picked up again after the war. The south of the country in particular was affected by rampant unemployment, while incomes and educational standards were low. Italy was falling more and more behind Germany, which was reflected above all in a strongly negative trade balance. Italy played an important role in NATO's security structure: With its outstanding role in the Mediterranean and its frontline position vis-à-vis the communist-dominated Balkans, the country was indispensable to the Western alliance. At the same time, the Communist Party was the strongest Communist Party in the NATO area, a Communist seizure of power had to be prevented at all costs. Turkey also played a particularly important role within NATO. The Soviet Union was denied access to the Mediterranean by them, and the country secured the eastern flank of the alliance. Turkey was also one of the front states of the Cold War and an important stepping stone to the Middle East. Similar to Italy, the economic situation was not exactly rosy, large parts of the country were underdeveloped, and educational standards were much lower. Added to this was political instability: in 1960 the military coughed, terror from the right and left shook the country as a result.

Germany to stabilize NATO economically

In order to get their economic problems under control and to stabilize the countries, first Italy, then for similar reasons Spain (in the picture on the left the signing of the agreement) and Greece forced the recruitment agreements. The sending countries hoped for many advantages from labour migration: The foreign exchange that the guest workers transferred to their home countries was intended at least to cushion their own lack of foreign exchange. In addition, this would partly offset the negative trade balance. Another important aspect was the relief of the own labour market. In addition, the sending countries hoped that the guest workers in Germany would become familiar with modern production methods and would also bring this knowledge to their home countries.

Scepticism in Germany, pressure from the USA

After Greece had concluded an agreement to this effect in 1960, Turkey also wanted to benefit from these advantages. Labour Minister Theodor Bland initially reacted negatively to the request. The social and cultural differences were too great and the German labour market had not yet been fully exploited. The USA then exerted pressure to help the important ally Turkey. The Federal Foreign Office, which had already shown itself to be much more willing in previous agreements, then led the negotiations to a positive conclusion.

Mass immigration begins

By 1973 almost 650,000 Turks had come to Germany, the majority - 80 percent - did not come from western Istanbul but from rural regions. This was contrary to the original intentions of recruiting only workers from the European part of Turkey. The principle of rotation, according to which every worker was to be replaced after two years, was also very quickly abandoned. However, family reunification was to prove to be the greatest engine of immigration. Contrary to the actual plans to only let unmarried Turks into the country and thus prevent family formation in Germany, the guest workers were able to catch up with their families from 1974 onwards. Today more than two million Turkish citizens live in Germany, not counting naturalised Turks.

Negative consequences for the economy and the social system

Even though this was still difficult to foresee in the 1960s, recruitment policy already had negative consequences for the German economy at that time. The availability of cheap labour in large numbers made it possible for the German economy to
