Yes several times, I live in Romagna. It's nice, loads of weapons shops if you are into them.

I heard about that. Can anyone buy a gun there freely or is it just the permanent residents?

Unfortunately I can't answer, but you can buy airsoft (even with more than 1Joule) guns and knives freely.
