Kansas City, it's probably a 7 or 8 being generous. There is stuff to do but it's quintessential middle America. I lived in Chicago for a while and that was never boring.

Portland, OR is a nice city, lots of good restaurants and nice places to walk, but I'm a shut-in NEET so it's irrelevant. I'd give it a 6/10.

Lots of sporting events and lots of cool festivals in the summer, but I don't really care about those. The art museum is nice and there's a couple small interesting hipster neighborhoods, but the music scene is trash and all the good bands skip over here for Chicago, which is just too far away to regularly go to concerts if you don't have a place to stay

It's actually one of the best cities in the Netherlands. I live in the comfy suburbs where poor people aren't allowed in. With everything you need in life within walking distance.
The rating is how boring somewhere is.

I can be in the inner city in 4 minutes by public transport, which stops in front of my door.
Missing out on cultures. It's about 1/8 the population if you compare the metro areas. Difference between going to an Indian restaurant or an Indian neighborhood. Lot's of bands don't stop here like mentioned as well.
Chicago felt like a world class city, even if it was on the low end. Kansas City feels like an American city.
