It happens a handful of times in a year. Few days at worst. I don't think you realise how little snow we get. Especially snow that actually settles. Preparing for that is just too costly.
Here the trains/busses run without any changes at all if its just 3 cm, I dont really see how you can fuck that up?

I don't see how that relates to the fact that they're designed to handle snow. You can build vehicles designed for snow in the sahara and you can build vehicles optimized for the desert in siberia. They obviously outsource the production to countries with cheaper labor costs for economic reasons (a concept you seem to have a hard time grasping).

The winter tires they sell for cars there aren't as good. Mom has a W-European car + tires and they skid like hell, it's pretty much like driving with normal tires.
Plus buying + changing + storing them just because of half a month of snow doesn't make much sense.
