Dice have slightly concave surfaces. Provided the ball is of roughly similar radius and there is sufficient friction between the surfaces he can stack them.

Pushing the dice down by putting more weight on them can increase the friction between them, yeah. But whether or not your construction is actually more stable only depends on whether the amount of force you need to apply to push the center of gravity outside of the support area is larger than for unweighted dice.
It might be, but you need to test it experimentally. And there are easier ways to make towers much more stable than putting a fuckload of mass near their top.
