Venezuelan oil has aids in comparison. But there isn't really much more to Venezuela's government's funding than oil exports. Money has no value so neither do taxes. The gov only gets real currency through it's state oil companies whose oil sales bring in hard money (that citizens don't get their hands on).
They can't take money out of the fund, they only collect the dividends on the stocks therein. As long as the companies are profitable for shareholders, there'll be more money coming in years long after the oil dries up. To check the fund's worth:
