HRE states often fought each other. in the Thirty Years' war for example France snatched away a large territory of the HRE and got away with it because the Habsburgs were simultaneously fighting the rebellious Protestant states as well as the Dutch and the invading Swedes.

It took France about 500 years to conquer France. By the time they were ready to try conquering anybody else (Italy) you had the Habsburgs there to fuck with them.
