It's supposed to be an eyesore because it commemorates a very ugly thing. However I don't think it looks bad, certainly not in relation to Eisenman's other monstrosities. And the concept (every block being unique, and the random number) fits it well. It's actually the kind of monuments that unironically make you think a bit.
