People set up these "travel agency" shops in villages in especially from poor states like UP, Bihar, etc where most villagers will be illiterate, unemployed and in dire need of jobs. Then they promise them that they just have to do the menial and construction work they do in India but they'll be given 50 times the money. Then they ask a huge sum of money from said people to "arrange" for the job and for the travel money. Most of these people can't afford that much money so they take several loans thinking that they'll be able to pay them off once they get back.
Once they get there, their employers withhold their passports and documentation telling them its standard procedure and since these guys don't know otherwise they agree to do so.
After months of hardwork in substandard living conditions (you should see the videos, it's worse than prison and they don't even get proper food) when these guys go to ask the people for their salary, they are denied and asked to keep working. Since they don't have any passports or documentation, they're powerless to go anywhere else. Even if they manage to somehow escape and get the fare for the airplane ticket, if they go back they will be plagued by the massive amount of debt they've accumulated from all those loans they took, so most of them are basically forced to work as slaves.
In contrast, people from states like Kerala are mostly educated migrants looking for jobs in trading, commerce, marketing, engineering, etc so these guys live the "dream life" that officials say that all migrants live and they're mostly used as examples in all these travel agencies as migrants who went there and made it.

I've seen how Indian and Pakistani construction workers live in Dubai, they live in shanty towns outside the city without paved roads and sometimes without electricity or running water. Those places doesn't look like Dubai at all
They also have to work under 50°C sun.
