Because everybody lives very far away from the schools and school buses can't make their routes in time. I remember having a 1 hour ride to school.

Usually they don't close for less snow, and will only close if it gets so cold it is unsafe for bussing, or if there is so much freezing rain/ice that it is unsafe for bussing.

Just make schools owned by the government. The government can't do anything wrong and thus no one can sue them.

They are. Colleges and Universities are private but Primary schools (Elementary, middle school, high school) Is all funded locally and at the state level.

People sue the government all of the time and win.

Many primary and secondary schools are independent and privately funded.
Many colleges and universities are public and state-funded, my brainlet American friend.
