Reminds me of the Christmas market in Galway. Apparently one of the food stalls had a secret menu in which you could order things like kangaroo burgers and penguin nuggets. Never tried ordering any myself but it was a popular enough rumour.
I'd say the stall made it up themselves as free advertising. I wouldn't doubt it if they just served beef or lamb and hoped their customers haven't eaten enough kangaroos to tell the difference.
