The Northern half, yeah. There weren't very many seeing as due to a warmer period prior to the hunnic invasians the northern half had been underwater for quite a while. Frisians and other scandinavians settling there were immigrants just as much as the Franks were.

I can confirm. There was a movement called Genootschap Onze Taal (Society of ''Our Language'') which aimed to make the Dutch language less like the German one. But I think plans for that may have been from before the nazi occupation.

the dutch have always been germanic, but never "german".
linguistically speaking, the split between dutch and german has its roots mainly in the high german consonant shift, which happened 1500 years ago or so. after that, they kept diverging. there was, for a very long time, still a tendency to lump all continental germanics (or those that were part of the holy roman empire) together, but not as either german or dutch in the current sense of the word. in fact, the word dutch/diets/duuts/etc was (also) used for this, so you could also ask when the germans stopped being dutch.
