It's worth pointing out that some of these deaths were not of homeless people. For instance, there was one guy whose vehicle became disabled in a remote area due to a collision who froze to death. There was a drunk university student who froze to death. There was also some guy who became locked out of the house of the person he was staying with and froze to death.
That said, all major cities in the US have multiple homeless shelters for this kind of thing. However, homeless people often choose not to use the shelters.
