The black population was too big and by 1860 most had been born in the United States and had no cultural ties to Africa and didn't want to go back there.
It didn't actually work though. Urban schools ended up making concessions to white parents in order to prevent tax base flight. This is why schools in NYC for instance are still so heavily segregated.
