5 strength + implant + old world blues reinforced spine + lonsome road point = 9 strength which allows use of every weapon in the game except the miniguns
5 perception + implant for better criticals (best perk in the game)
7 endurance for every SPECIAL implant -charisma +damage threshold
1 charisma as its actually completely worthless
9 intelligence + implant (rush at level 1) for maximum stat gain
5 agility + implant for rapid reload and more action points, can drop to 4 and put into strength/endurance for access to 10 str weps/more HP
8 luck + implant + lucky shades for max luck

traits: logans loophole + skilled (+skilled bug if you are so inclined)

barter is a dump stat, speech/lockpick/science essentially max out at 80 with skill magazines, and survival is largely worthless after 50 (for bighorner steaks). Every stat gets a minimum of +24 free points from skill books sans survival (20) and science/sneak (32). This allows you to max every relevant skill with comprehension and educated even with the reduced level cap of logans loophole.

Only mod you really need is the J Sawyer mod and its dependencies

The ending fucking slide. The game isn't subtle about hinting at it either. The snow globe collection and his girlfriends drop plenty of hints about him only caring about New Vegas and nothing else and keeping it frozen in time as much as possible.
