To answer OP's question: yes, sort of.
The flag of St George was used prominently and excessively by the National Front, skinhead movement, British National Party and English Defence League through the 1970s to the 2010s. Flags of England became visibly associated with white van men, men with shaved heads, men who would call Indians "paki", men who would look for black people to start a fight. It became so prominent that the people you would see waving the English flag most of the time would be these kinds of far-right people.

Over the years, the Union Jack has become the more appropriate and prominent flag of England. You see it far, far more often than the flag of St George. While in Wales and Scotland, their national flags are shown very prominently in public, probably moreso than the Union Jack. While in England, apart from football games, the national flag is seen as an embarrassment, used very rarely, it's hard to spot them around in public

Many politicians in the UK explicitly consider the flag to be a racist one. Nobody wants to ban the flag, like they do to the Dixie flag in America, but it is looked down upon when someone uses it. The union jack is the politically correct, acceptable flag to use, the flag of St George can be seen as very controversial
