It doesn't have that much of an appeal to foreign people but for Brazilians it's the best place to live depending on what you look for. It has the best jobs and salaries in the country, the most active tech/business community so you can meet a lot of people, it is much safer than Rio, a lot of cultural events, nightlife options, and it is still Brazil (people speak portuguese, share your culture and girls are easy)

In numbers, yes, but they are located mostly in the extremes of the city, while Rio has favelas right next to its center and wealthy areas.

Also favela culture in São Paulo is nowhere near in Rio, where favelas are considered "cultural", here they're bulldozed and commieblocks are placed.

Ok I normally defend Brazil but Natal is pretty bad. There are places you can stay where it’s safe and of course the beaches are beautiful, some of the best in the country, but the city itself is pretty bad, terribly poor and violent
