China is not crazy enough to start a war with Russia.

Pretty sure China have more than 70% governmental debts, although the different might come from how do you count debt of regional governments or different government departments and various state-owned companies.
And even if it's "just" 70%, it's still a dangerous level. America have their own military that can protect their global interest and assert their global dominance and doesn't need to worry about what if people weren't borrowing money to them, but China is not like America yet.

Pretty sure the original post was simply defining Siberia as a geographical area and discuss the ownership if that geographical area.
