They have no infrastructure and maybe 30% of their societies are functionally literate with less than 15% being fully literate. There are few roads, most transport is by boat and electricity is rare outside provincial capitals.
Mexico could have chosen to kill everyone who tried to vote to secede but they didn't. They probably should have used gas considering what the entire area became.
