My ISP used to do the same with its notification of late payment. They didn't cut our internet off, what they would do it just intercept all port 80 traffic and re-route it to their online bill payment website. But they didn't block port 223, so back then if you were late on a bill all you had to do was force HTTPS and you could browse the internet for free. So the same was probably happening here.
However years ago as every site when HTTPS my ISP woke up to the trick.
