Japanese students actually study a foreign languages.
VA only read their scripts. And their scripts are written in kana, not in roman letters. So they just read kana, which is why you have ZA WARUDO and ZA LOOLOO.

Also, a good number of Japanese people don't realize that letter of the alphabet are not pronounced the same way depending on the country.

not really, other than their rhoticity German phonology is pretty easy for us. French on the other hand is absolutely Herculian task. nasal vowels, Parisian r, pitch accent etc etc...

Well, that's how they do. I guess they do think it'd be a good way to spend money to make the VAs learn every random languages they occasionnally have to deal with.

Do you know why anime and video games dubs are so bad in English? People often think it's because the VAs are super bad. Well, it may be so, but one of the bigger reason is the Japanese producers tend to send acting directors when they're recording the English dubs. But those directors know nothing of foreign intonations, and they ask the actors to use the same intonation as Japanese actors have. And of course, the result is absolute bullshit, because every languages use different tones to express anger, excitement or whatever. Trying to express anger in English using the Japanese way to express anger can only result in a disaster.

Ironically, as French is not deemed important enough for Japanese producers, they don't do that, so the French voice actors are more free to work on their characters. Not that it's alway good of course, but it's often better than the English versions when you compare them. In general, I absolutely loath English dubs in Japanese RPG and video games in general, while I'm perfectly fine with English acting in western game.

Yeah there's a similar aesthetic, but the Austrian emperor wasn't really there so the name wasn't truly fitting.
