In a large war with the US Russia would be well served if it could take and hold a naval+air base on the atlantic coast of Norway. But Russia doesn't have assets to improvise and maintain a base there, considering we're a land power and you're right Russia sucks at force projection.
So there's no meaning in taking over Norway. Except if you're a US asset. Now that's a different story, it means your population is potential enemy fighters, and your cities are centers of enemy production capacity. Russia can take them out almost in their entirety, in minutes, and would, if a big war starts. Especially now that INF is no issue

if you're so concerned about aerospace violations, then well they happen in a small region with many borgers such as the Baltics. they happen, that is, if you have a sizeable and active air force that actively patrols and tainst in international airspace. Russia has to do that. The other country that's similarly active in the region is the US, and it violates foreign airspace all the time. Of course, it's not Russian airspace but mainly it has to do with Russia being pretty fucking big and the small Kaliningrad being heavily defended because it's basically a military outpost.

subtract the legal 12 nautical mile zone from that and that's zero, not sure what actual borders are agreed on above the gulf of Finland. 1 mach is 0,343km per second a fighter jet doing some training maneuver moves at twice that speed, say it's in the middle of the gulf and Russia jams satellite navigation, which it ofen does during war games.
pilot can literally have under a minute to get his bearings without his navigation equipment working and he's in a wrong airspace.
