Economies of scale, if Europe was a federation like the United States we would be very much on the same level. But we have deeply ingrained cultures and ethnicities and will never really federalise
America on the other hand started off with a blank slate, no worries regarding different cultures when everyone is a European immigrant (until recently of course)

It's more than just that, it's also the fact that a lot of these economies underperform due to overregulation (West/North), communism having destroyed them (East) or being completely retarded when it comes to spending (South). Even under a very loose confederal model the EU would have a lot more potential than it currently shows IF it were managed competently.
