This is a practice used in most countries. The US makes use of unpaid prison labour to this day, and has a larger prison population than the height of the gulags.

the only reason the soviet union saw so much growth was because it was such a shithole to begin with. Even the most inefficient system that yields any growth was better than the status quo. Growth under communism was unsustainable and stagnated in the ussr in the 70s.

Russia in the 19th century was backward and bureaucratic like Ottoman or China and even lose to Japan at the time, so industrialization and modernization under that system was impossible. Soviet being the next government in the country of Russia mean they get the chance to actually implement measures that can bring the country's system up to modern standard, so it is natural that they finished the task.
