It's not a new parliament
The pic in the OP was the chamber of the Lower House of the Austrian monarchy. After 1918, it was too big and they used the chamber of the Upper House which basically looked the same but smaller (pic rel). That room was destroyed by bombing in WWII and later renovated in modernist style.
