The conversion of Khazar ruling class to judaism was a geopolitical move. Turkic peoples, while retaining their cultural traditions, chose their religion depending on the context and on their own interpretation of it. Remember that religious tolerance is a custom of turkic people, at least before their islamization.

The Khazars were neighbors with the christian byzantines and the abbasid caliphate which were the heads of their respective religions, therefore it made sense for them to convert to judaism in order not to be religious subjects of any of them.
