I don't think they request it. I initially figured they were hired for real purposes, but it looked odd so I started digging. And apparently a large portion of those tech workers you spoke of are just being hired to random companies like wallmart. And Indian companies are flooding the system with fake h1-b requests.

The article you linked is not really supporting your argument bud. The article is about mistreatment of indian employees on work visas by the organizations they sign contracts with. The only mention of "walmart" implies it's very rare, and likely is also related to tech. This entire article just talks about how indians are brough here on a contract and are fined if they switch organizations or jobs in the process and the results of them representing themselves in court.

The article itself says they are brought here fore tech jobs...

It was just an example of abuse. I have a dozen windows open with individual cases. With a common theme being that little evidence is necessary to prove that you actually have a job for the indians you're trying to hire. So outsourcing companies request lots of Indians to come over and just find a job for them if one manages to get through. Often even asking Indians to pay money to file an application, even if their chances are slim. And if they arrive in America they can get placed anywhere.
