Political allegories. LOTR societies are still based on real life history with Rohan as Pre-Norman England and Orcs as mongol invaders being the most obvious ones, he also used things like Australian Aborigines for inspiration.

Mordor was based on the Ottoman Empire, you can see the similarities in the fictional Charge at Helm's deep/Pelennor fields and the actual Battle of Vienna
