1. France is a centralized state, unlike the US which is a federation. In the US the Union has drawn more power to it and away from the states and in France there has been devolution of power since the 1960s so de facto the difference is minimal, but in terms of sovereignity there's a massive difference. The individual states of the US are sovereign and lends legitimacy to the union through their consent, while in France the state itself is sovereign and devolves power to the regions at its leisure. As such, the state is technically free to redraw the internal map as it sees fit, whereas in the US such a redrawing (a state splitting off, or North and South Dakota uniting into a single Dakota) requires the consent of the state in question.
2. There's been a lot of whining that Paris was too powerful and the regions don't have enough power. What better way to counteract this than by creating stronger regions? For example, Nouvelle-Aquitaine is the union of three formerly big wine producing regions with the explicit intent of creating a sort of super wine region.
3. "Much culture" is a meme. Regional cultures will not disappear simply because some lines on an internal(!) map were redrawn. Furthermore, a lot of these cultures are memes onto themselves. Can you tell me about the unique and totally-worth-preserving culture of France-Comté? Limousin? No you cannot.
4. Some of the new regions actually ended up getting names that are much more historically appropriate. Think of the two Normandies being united into a single Normandie, Nouvelle-Aquitaine and Occitanie. Hauts-de-France isn't as bad as the memes make it out to be either. Only the compound names need to be changed (Auvergne-Rhône-Alpes? Why not just Auvergne? Y'know, like the Avernii? Vercingetorix?) and Grand Est is retarded (they picked this over Neustrie? Really?).
Feudal borders are the height of arbitrariness.

If you look at a lot of historical names for regions or parts of a country, it's not unusual to use "upper" or "lower". Just think of Upper and Lower Egypt. Hauts-de-France may not be original, but it's not full retard for the Northernmost part of France. Especially when you realize its previous name is just "Nord".

It kind of does. Especially when Baron de Skullfuque and Count Suque-me-Dique (and even their dynasties) aren't around anymore but everyone insists on maintaining the borders they squabbled over.

m8, I live in Limousin. Wineyards are almost non-existant here, apart some very limited places around Brive and Verneuil. Same for Poitou-Charente.
The reason why Nouvelle Aquitaine produces so much wine is because of the Bordelais.
Old wooden barrels come from Limousin though, as they're made with oak, something we have aplenty here.
