Madrid is unironically an amazing city, one of the best I've seen in Europe
Barcelona is poorer on average but they got beaches and Based Catalans

They are both shit. Trust me. Spain is wonderful, everywhere else. There is Sevilla, Malaga and North of Portugal there is Santiago de Compostela and many others. Had a much better time in less known cities. Also I'd probably choose Portugal. More relaxed, not as expensive, safer and the people are very welcoming.

My other choices currently are Berlin or Hannover. Are they better or worse than Madrid?

There are no shit or less shit cities in the world (except for Brazil, all cities are murderous jungle shitholes there), it all depends on personal preference and what you'd like to find, see and do in particular. So it all summarizes in what city is more convenient for YOU considering a number of factors.
