Day one in a conflict will see your runways bombed to shit. Beeing able to take off from 800m of road is a huge advantage if you are not the agressor

Every modern nation has enough precision to destroy the planes themselves with bombs instead of just delaying them a few days with runways
The problem is that the planes can be hidden or dispersed alredy in peacetime, and there are many more of them to take out then there usually is runways.
An opponent needs extremly good intel if he is to take out a sizable portion of thd planes. This wasnt a problem fir Israel in the six day war, since all the planes was parked outside in the open, but lessons has been learnt since then.
Also, dropping hundreds of precision bombs takes much more time and is far more dangerous (and not to mention more expensive) then just sending an Iskanders on a few runways.
