The only difference is how its produced.
For yogurt you put the bacteria in the huge reservoir, and after fermentation you divide it into portions. For sour milk, you individually ferment each portion. The result is that sour milk has lower fat content, and higher bacteria content, its basically a more concentrated yogurt.

Kiselo mlqko is a bulgarian national standard. There is an accepted recipe, and if you don't follow it, its ILLEGAL to call your product kiselo mlqko. That is, if you have anything other than milk + bacteria, its not kiselo mlqko, and its illegal to call it kiselo mlqko.
However, yogurt is not a bulgarian national standard. So you can use cheaper vegetable fat in your "kiselo mlqko" and just call it yogurt, and thats not illegal.

Basically in Bulgaria "yogurt" means you are adding garbage to kiselo mlqko and rebranding it to avoid lawsuits.
