Nah it's just that the level that's taught at schools as "high level" is about as good as an elementary school student in the US or the UK in terms of vocabulary and the sentence structure.
At least half of the people I know who are younger than 20-25 have trouble talking for more than 30~ seconds.
Ashkenazi people have better English but that's because they usually go to better high schools and tend to have jobs in their late 20s that force them to work with people from other countries so they learn from interactions or take courses.
