Costa Rica was probably my favorite, there's a place called Tamarindo where all the tourists congregate. Drugs are sold openly without any fear of the police. You literally can't walk down the street without being solicited for weed ,coke, or girls.

the coke i've done in central and south america though is totally different than what I get here in the US. It's moist and clumpy (pic related), and can't be turned into fine powder. The high is much more mild also. I suspect it's because the stuff i'm used to getting has been cut with meth to at least some degree
