Sure, conscription isn't active since 2009, but it can be reinstated at any moment, for example during emergency.
In fact, it officialy wasn't ever abolished, the government just said it wants to modernise and professionalize the army before reinstating conscription.

And China should be white, they have de jure conscription but they have more volunteers than they can recruit so they haven't drafted anyone in decades.
