It's was produced in Egypt and Iraq until the recent water saving measures were introduced in both countries, water flooding isn't efficient if you're in the desert.

The Mughals popularized Indian rice and spread it into central Asia and the ottoman empire. From there it made its way to being the main component of a good deal of turkish and Arab dishes. So It's relatively recent that Arabs started using rice.
