They have a target number for a user base.
Thing is ATM they are basically paying you to join, even if you wont invite anyone, but of course you have incentive to invite people.
The stated intent is to make it a new payment system. That would be pretty shit if it does not have users. Because honestly it can be barely functional and if it has a userbase it is going to be worth much more than a perfect system that has no users. Thus investment in recruiting a large userbase.
As we are at the start of it we can get the best benefits out of it, with the only investment being some internet time.
