The actual reason is that people started hanging carpets on wall when they moved into commieblocks for two reasons:
- walls in commieblocks were thing and poorly made, so carpets served both as heat insulation and soundproofing,
- carpets became cheap with industrialized production, but people back then still saw them as status items.
