Historically, at least in the anglo-american definition, it was something like this. There's no clear "cut off", but the farther you go from mid-western northern europe, the more you would associate a given people with a different culture.
For example, Russians are "white", but they're also associated with "slavic". Or a Spaniard may be "white" but also "latino/north african". Whereas an ethnic Dutchman would just be pure "white".

What do you define as "white"? Is it only the color, is it the ancestry?
If it's color, many many people are white, if it's ancestry then again many people can be considered white.
White in itself seems like a bad definition for people. Germans are Germanic, Spanish are Hispanic, Italians are Italics, French are franks. And they can all be considered as ""white"".
