Well, robbed is still a word I wouldn't use in this context. Human history is filled to the brim with territorial exchanges between parties in the aftermath of a war, I can't see how Kurils are any different in that regard. Surely a losing sight might not "agree" per se to the territorial changes, but what does it matter when it can't defend their right to them? I'm sure Ainu weren't agreeing to lose Hokkaido due to Japanese colonization either, but who needs their opinion if they're so weak they can't protect their lands? I hope you catch my drift.
