This is despite in scandinavia, when you go north cities get smaller and more spread out, and you're approaching the end of the world. But this is place is relatively close, heavily populated. And no one ever mentions it, all scandinavians know about it, is rumours of alcoholism and poverty in decaying soviet era blocks.
For sure they're hiding something there. If it was just depression there, so many people wouldn't live there.
It can be pretty important after the Arctic way will be fully open. Also during WWII Murmansk was never captured and was pretty useful to communicate with Allies (helped to protect the north and even Leningrad too).

I'd call the grey part an unspoiled paradise but I know it's littered with polluting industry. That said, are there any parts that foreigners are not permitted to visit? I really wanna go there one day.

A lawyer relative of mine traveled to Murmansk in the mid 2000s, some kind of business between our two countries, think it was fishing related.
She described the airport, the trip into the city as ugly and poor. Endless blocks and massive polution.

most of siberia is uninhabited, it's pretty pristine. Ugly industrial cities are not that big. Russia has about 40 closed cities en.wikipedia.org/wiki/Closed_city
Norilsk for example was one, but you can visit now, I think. Should be a very special experience
