1)Cyrodiil = political/economic heartland of Tamriel/Europe
Colovians = French
Nibenesse = Germans/Dutch
Niben River = Rhine River
Imperial City = Benelux + Alsace(Strasbourg)
2)Skyrim = poor, rural, politically divided
Most of Eastern Europe.
V4 are Solitude, more developed and influenced by Imperials/Western Europe
The more mountainous regions with warrior cultures and ethnic conflict are the Reach
3)High Rock = relatively developed, cultural heritage, people on peninsulas
Spain, Portugal, Italy
4)Altmer = British
Could also fit the Maormer role
5)Bosmer are subdued Celtic people.
6)Redguards are non-Arab Oriental people
7)Dunmer are Arabs

Like I said look at the geopolitical role. Yes, superficially they seem "French". The "France" of TES are the Colovians, the ones who conquered Tamriels and were the military elite fo the Empire and fought the British/Altmer from across the Sea.
