NY is a fun state for flag making; pretty much any county can get 5 levels due to their administrative systems.
Anyway, I'm requesting another big change. According to the official NY county system, the boroughs of NY (i.e. Bronx, Queens) are actually counties. I'm requesting that we move those flags to the 3rd lvl and make NYC a 4th lvl option for them.

Here's the official map. Manhattan is New York County, Bronx is Bronx County, Staten Island is Richmond County, etc. The boroughs are essentially parts of NYC, but it's kinda like with cities that are located in two+ counties such as Amarillo.
I think New York City should be above the counties though, which will mess with order a bit but it wouldnt make sense to have the NYC flag repeated in multiple counties/boroughs even though the counties/boroughs are technically part of NYC, so should logically go below the NYC flag

The problem is that NYC isn't a consolidated city-county like SF or Denver is. I mean, we put Boston as a 4th level as part of it is in Suffolk County and another county.
Anyway I need to look more into it when I get to NYC; I'm starting on Long Island.

I understand the issue, it's pretty much legislative vs. what most people's idea is of NYC. What my solution would be is to have a NYC flag on general county level and then put the boroughs below that, because they are a subdivision of NYC
