Yes, if this map shows anything, it's that Germans are delusional. The map doesn't show what countries are more corrupt but what populations believe that their countries are more corrupt.

Pretty much this. "Corruption" here has been the main weapons through which magistrates and media changed the political status quo when they didn't like it, for over 20 years.

Here its mostly urbanistic corruption, where a politican makes deals with a construction company and gets a cut of the price that taxpayers pay. Same reason theres shitloads of abandoned airports all over spain and the mayor of my town is rebuilding the park for no reason.

basically a meme map because it's gauging peoples perception of corruption. a paranoid country will obviously rate higher and naive countries less so. that doesn't make any of them in reality more or less corrupt.

Politicians always get some comfortable well paid job in the public sector after being a politician, even if they're fired for being shit.
Corruption involving public contracts. A lot of shitty overpaid companies who makes public projects cost more than they should. This is always branded as "mistakes".
Honestly unless it's not politicians taking money in the hand, it's not perceived as corruption.
