Most Bhutanese movies are really dumb generic love stories, but that one is actually really good. English subtitles shouldn't be too hard to find, obviously that's how I watched it.

Is Ville Haapasalo really popular in Ruskie Land? I've watch couple of his movies and they were just weird. I do love his TV shows where he travels all around Russia.
My favorite is The Rocky Horror Picture Show ahaha. No really.
I honestly do like Фopмyлa Любви (Formula of Love), Oбыкнoвeннoe Чyдo (Ordinary Miracle), Toт caмый Mюнхгayзeн (That very same Munchhausen). Everything is honestly great about them. I kind of like movies with Irina Muravieva, some older movies by Nikita Mikhalkov. Убить Дpaкoнa (To kill the Dragon) is pretty damn good too i think
As for cartoons i can't really remember them well, but anything by Armenfilm is alright

Dunno, maybe it's to do with the popularity of the movies itself and Ville's autistic deadpan character having cute contrast with a noisy bunch of idiots that are the main characters.
The Castle.
It's about a simple family man who is going to have his home acquired by developers to build an airport and he fights it in court. The humour is very "Australian" so you may not get it, but it's hilarious.
