You can just figure it out quite easily for yourself. Let's take an easy example. For whom is a 60% tax rate on fuel actually the biggest absolute cost, in relation to their income when both a high income earner and a low income earner use a car similarly? Or just consider the VAT of 25%, which is paid by all. Paying several thousands kronor per month in consumption taxes like this is actually a big dent to a man who only has a "net" income of 15-20 000, whereas for a high income earner it's peanuts even though they have similar spending patterns. This is why high taxes on consumption (VAT, fuel tax, other excise duties) are a really bad deal for poor people. It just hurts that much more for them. And this isn't even considering the fact that wealthy people tend to write off a lot of these things as well.
