dunno if this is a true story but some people from around here bragged how they went into one northern eu country and set up lathes and basic machining tools, started serial production of cheap disposable guns you can throw into the trash when you are done killing someone and when police searches people in the area they find no weapon on you
even when they got discovered police didnt raid them for half a year because they dug themselves in and had mortars and machineguns while their police had nothing and eventually army had to organize a raid after they left the country
politicians there happened to be honest men of the people, meaning they were semi poor and overworked, so they happily took bribes to stop the army from raiding the place
